Not a huge amount of lose full insulation in the UK contains asbestos, but there is some, so I'd get it tested, not worth the risk, especially as it's only about £20 to get a sample tested (in my area at least).
 
or something called vermiculite ( or some such name). best get it tested to be sure,
 
Do a few loft conversions, as per @snowhead it looks like newspaper......if you look closely and carefully you’ll probably be able to see small sections of newspaper, loose fill not common in uk and especially in domestic settings
