New Zealand, my son DIYed his house rewire without any training, experience or qualifications. The premises were "inspected" by an Electrical Inspector who took eight minutes look at the supply fuse and earth rod connection.
 
Does answer lay somewhere between our way and their way.
I love the simplicity and almost old fashion way the Americans wire a property. Wire it and switch it on , if it doesn’t bang then all is good in the world.
It just relies on a basic set of rules and good workmanship.

Where was we have more regulation to follow and much more testing and paperwork to create. Too much paperwork Imo.
A quick loop test and rcd time test could suffice? The rcd banging out will indicate something not correct like borrowed N or crushed cable somewhere.
