Portable chargers bulge up

Portable charger bulged, can it continue to use? I'm a little scared to put it on my side.

No chance ! "Bulged " Capacitors and batteries can sure throw a wobble .

If this is a usb charger that has lithium batteries inside it then if it were mine it would be in a bucket of water at the end of the garden.

damaged batteries can catch fire and explode

You've Nailed it . (It will do -- if it gets punctured)-- Expanding brings a risk of self impaling if dropped (thrown up garden )

I gave it to the person in charge of waste sorting in our street and I think he will handle it very well.
