Stripped a few down, checked at board, all good then got the wander lead out and remembered a big reason that I had forgotten ! Damn I felt like a muppet for it !

Ha, nearly always the simplest of things. At least you found it.
 
I'd disconnect the 13A sockets each side of the CU and then measure R2 end to end from each socket. One test round the ring. The other test to and from the CU. With the CU CPCs for the RFC still disconnected at the CU.
That should give a sensible remainder of ring R2 and isolate the issue in the cables going to and from the CU.
You may need a wander lead of course.

Carrying out tests on new builds we have been carrying out, get first test cert over from sparks on site LL & NN look good earth way down low, then remembered metal walls caddy straps light circuits ect.
Few days later same site different sparks phone call same as above been checking everything he tells me I mention parallel paths & phone goes silent the penny drops oh S...t of course.
Not quite as low as fist post but quite low.
See it on the test sheet kitchen all good block walls, tin in the up & downstairs rest of house so 2 rings affected.

SS, I read this post all the way through thinking what could it be, and you led us on a right merry dance mate! Prat is correct! But we all can't see the woods for the trees every now and then! My initial thought was both legs going through one back box near the CU, with the CPCs joined there, as I have seen that sort of thing before. Well done for, ahem, finding it! ;)

Maybe you could add this to the never have i ever thred , we have all done some silly things in the past , at least what you have done is not dangerous and you found what was coursing your low reading before you stripped the installation down back to its component parts . :)
