Yes, the pins of a plug now have to be sleeved approx half their length so that when you withdraw plug and accidently touch them you can't get a shock, as they will not be in contact with socket connections.

I believe this has been the case now for over 5 years at least.

erm....no

any NEW plugtops must be sleeved, but there is no requirement to remove old (perfectly serviceable) unsleeved plugtops
