The ring at the top suggests a pole for attaching overhead phone/fibre cables? The holes all up it for fitting pole steps?
 
Oh, that's a bit close. Minimum working safety distance from 132kV is 1.4m so you wouldn't catch me working anywhere near that. Makes you wonder how did they manage to erect it without it arcing. The comment about electricity jumping 3 metres is a bit out though. The safety distance at 132kV is 1.4m, 275kV is 2.4m and 400kV is 3.1m
