Here is the internals of that heating contactor.

Looks like you can have L+N in and L+N out or L in and L out by linking across. This one has the link and so assume the same is with the one in the OP photo because there is not enough cables showing and nothing coming out of the top.

That suggests the L out has been disconnected for some reason probably a fault?

Also N been disconnected from the Henley block so it has been completely disconnected.

Seals are also missing on the affected parts so fuse was pulled. Not done by DNO since they would have resealed.

OP What was the Electrician called in for and what did they tell you?
