think what would happen if you had a fault downstream of a break. how could the fault current trip the OCPD when there is no path. the fault potential would sit on the exposed conductive part.
 
for the ring main

would i be right in saying that we can use lower csa cabling then if we used a radial. therefore if we had a break in the ring it would be like having 2 radials and the cable csa might be to small for the load which could cause fires, overloading, ect
 
Your on the right lines yes.

Maximum rating of 2.5mm is 27A

So you need the ring to be complete making it 5mm so that the 30/32amp protective device offers protection for your cable

If the ring was incomplete the protective device rated at 30/32amp would not offer sufficient protection, causing the cable to overheat and potentially cause a fire.
