Any clues??? Trying to test zs at Lv panel incomer fed from transformer. With main switch turned on and feed to site temps (offices, 110v trannies etc) on I get a voltage between neutral and earth. With main switch off so feed goes from transformer to lv panel incomer only I get open reading. I have disconnected earth link on earth bar and taken out earth that feeds earth nest but still no reading. All cpc's are connected. Any advice or pointers would be grateful as I am stumped
 
You should not have any voltage between Neutral and Earth, they should be at the same potential.
If you have voltage between Neutral and Earth when the installation is on then this is indicative of a poor connection, usually of the neutral conductor, to the installation.
 
Much more information needed.

If this is the incoming from a DNO transformer you should not be removing the N→E link! I would only contemplate it if the transformer is isolated.
