    Low ZE values

    If I have a very low Ze Reading ie. 0.06 ohms and a Zs Reading on a 40amp shower circuit of 0.1 ohms under fault conditions for instance dead short at pull cord could this cause the main incoming fuse to blow before the mcb trips?? Thanks any input would be appreciated.
