Hello while 255V seems to be a normal voltage for low voltage networks it causes issues to my solar installation where the inverter works up to 240V.

Any idea why Western Power increased the voltage?

Because they don't like paying for your expensive electricity! Or maybe it's summer and load on network is lower than average so voltage has risen slightly as a consequence.

I have 48V energy storage. The inverter inverts from 48 to 240V ac but at 255V can not push any power out of the batteries. It is a grid tie system with energy storage

Report it, they will send someone out to check and investigate as it is over (slightly) the max permissable.
They are having big problems keeping the voltages down within the 216-253V window due to microgeneration so I have been told

Have you monitored the voltage at different times throughout the day, what time of the day was the reading you give taken

The voltage will usually fluctuate throughout the day and at peak load periods will drop to a level at or just below 240v
