Having over 40 years experience and at times many hours spent in peoples houses troubleshooting earth leakage problems on badly configured intallations like your hypothetical flat I just might but only might just about know what I'm on aboutYou should not be allowed into people's houses as you cannot see where an installation conforms. This is fun. You actually do believe you know what you are on about coming out with blanket comments.
