I call it cotton wrap but I think its known as VIR

Vulcanised Indian Rubber with a Cotton sheath

I think it's a woven Cotten covered VIR cable.

if it has rubber underneath then VIR vulcanised india rubber,if just the "cotton" then it's varnished cambric.

we have stripped loads of vir out, problem is when it dries out it becomes very brittle
