well, if you are, as you say, open to foreigners, we've got a few million you can have..... no charge.
 
Yes we have the dryest desert in the world (Atacama Desert ) high radiation, concentrated energy consumption (Mining with hundreds of MW ) and lots of empty gorvernment space. PV should explode in the next few years.
 
By the way. We should feed the Telescopes with PV energy. LSST project will be located in Chile to look at the whole Universe. Million of Galaxies...

I have watched with great interest the construction of these telescopes on documentaries now playing over here

It involves many countries and is one awesome project
It has been suggested that it is already producing excellent results, even though the construction still has quite a lot of equipment to transport and assemble before completion
