My mate wants his consumer unit changed in his flat but when looking at the consumers tails it looks as if it's been run in 10mm do I need to change this as it goes to a room in the basement and will be a pain to run new cables in. all he has in the flat is the following

One lighting circuit 6amp
One ring circuit 32amp
One cooker cicuit which at present is 40amp but will be changing to 16amp as has just got a 2.3kw cooker
One 16amp circuit for boiler
