No, in this situation an RCD disconnects the circuit once a person is already receiving an electric shock. A 30mA RCD disconnects the supply before the shock reaches a level that is not normally fatal for a healthy adult.

If they don’t feel the need for any earth on the circuits why do they feel the need for a new fuse board

Might as well just leave everything alone and as it were...
That’s most definitely the sensible thing to do but I’m assuming it’s because A) the current board looks terrible and the fuseboard cover is not in the best condition and B) that in the very rare occasion the fuse blows , my dad has to replace the wire and he can’t be assed with it
