I Google it and found an American site that had a design that just hangs down off a ladder while laying sidewide
This let's it move around
And all it is, a dish with a hole and a pole with a disc on it, poke it through and hook on later ladder, place the pull in like with location.

I made a dispenser from conduit parts but the bushes gave way after very little use, so that went into the skip.
I do own both of the other types and still have the problem of the cable wrapping itself up, I think the cable makers need to make the cardboard on the outside of the reel bigger and i would not happen as often.
