Hi Have been pricing up a hair salon for customer and customer has requested to remove emergency lighting from public and staff areas of salon to keep costs down! i have explained health & safety issues with customer but customer says no! Do i have any liabilty on my behalf to fit emergency lighting?

If they want it removing, then do it. It's their responsibility to comply with H&S, not yours. It's their premises. As far as I recall it's not a requirement to have emergency lighting in a Hairdressers...its all done on size of premises and estimated occupancy by the public, and escape routes etc.
I'd be tempted to refer them to their Local Government H&S advisor for clarification
