Hi, our new home builder has just repaired a hole in the our meter box using car body filler which I believe is flammable. The filler in cases the high voltage wires. I was wondering if this is dangerous and or a fire hazard?

Once it's cured it will not be flammable. However I'm not sure how the PVC insulation will react with the chemicals within the filler.

Are you sure it's car body filler?

honestly, I doubt it will ever be an issue.
most 2 pack resins are designed to react with themselves then cure to be non reactive.
if you are concerned, ask for the mtds for the filler they have used (Material Data Sheet)
