Bit of a random one.

A commercial yard down the road from me has installed 4 floodlights, they appear to switched by a dawn to dusk sensor.

Every 5 second they flash off then on again for 5 seconds then flash off then on again for 5 seconds ad infinitum.

Any ideas what could cause this?

I'm not able to access the site, just an observer.
 
I did think that but it only blinks off for around half a second then back on for 5 seconds. Any photocells I've come across haven't responded that quickly. Or that regularly. It's the same all night.
 
Agreed about the response, so in that case it's either a faulty Sensor or it's not suited to LED, if that's what the floods are, or it's overloaded.
