Went to a ladies house last night, basically she'd been told by an "electrician" that she needed a re-wire. This guy had come in to upgrade her shower to 10mm, and fit a new consumer unit at the same time. He fitted the CU, did a few tests and legged it saying he wasn't going to fit the shower cable 'as her electrics were shot to bits', and he's not Part P registered either, so no LABC notification or installation certificate.
I did a Ze test, got 17.8 ohms(TN-S), and the noticed the clamp with the main earth on the supply cables sheath was hanging off, so I notified DNO straight away.
The ladies sons were present during all this, and obviously not happy campers, and were asking me what can they do about this guy? I don't know so thats why I am asking if any of you guys know what the official line is about reporting these lot doing this type of thing.
Also, can I do an EICR to cover her consumer unit from not having an installation certificate.

he's not Part P registered either, so no LABC notification or installation certificate.

How do you know that this guy is not registered with a scam provider then?? Is this guy known to this family, ...can they easily contact him?? If this guy isn't scam provider registered, and/or known to this family and can be easily contacted, then contact the LABC along with Trading Standards, giving them full details... Simple really!!! Just don't expect too much being done, though more chance, if he's easily found...

Surely the lady of the house had an estimate or quotation from the "other" sparky? With his name and address on? Shouldn't be too difficult to get hold of.

If, on the other hand, there isn't any paperwork, then the homeowner probably got what they deserved.
