Extent:
what are the parts of the installation covered by the EICR, e.g. are you only inspecting one circuit, are you inspecting a floor in a building, are you inspecting the entire installation from origin to all final circuits.
Limitation:
If you were inspecting the whole installation but there was as safety critical circuit that could not be turned off at the time of testing this would be a limitation, other limitations may be that you cannot reach a light fitted 4m above floor level.
From this information you should be able to prepare a statement (at the questions says "state") of a line or two that describes the Extent of an inspection and another line to cover limitations.
