Why bother using it as a general light with backup

With LEDs characteristics long life and low power

I would have thought just keyswitch to L1+L2 and permanently maintained
This type of light would of the same type as the general lighting for aesthetics not the bulkhead style you may be thinking off therefore it operates in the same way as all the other fittings.
