Hi Guys: Had a call from an old customer, he's bought a flat to rent out & had a Gas fitter in to do safety checks & issue a Landlords certificate. Gas fitter did whatever checks he had to but won't issue the cert as there's apparently no Earth bond to the gas intake.

The customer was then told by another Gas fitter, that he should have been given the certificate as Earth bonding to the gas is only an optional check, not compulsory.
Obviously he has to have the bonding done, but I was just wondering if bonding is an optional check ?

I've always wondered what the hell its got to do with a gas fitter?
He probably does right addressing the fact that no Earth bond exists at the meter and informing the relevant people but what's it got to do with a gas service?
Unless there's a reason someone can give me?
 
Hi Ian, hoping one of our gas fitters can shed some light on the rules.
I stay well away from anything to do with gas.
 
I had the exact same job and reason to do it, this last Friday. Landlord was alerted to it by the gas check as he's about to rent the place out - sweet little job but outside was on a busy road. Minor works after continuity test, to him to make that CP12 that Lee noted - ready to rent.
 
I did a cursory zs check recently.... To find the house wasn't earthed (1955 build).

2 years ago they had a new boiler fitted ... No bonding either.... The gas man must have noticed the lack of bonding as the boiler, cu and incoming gas were with 4 feet!

@Murdoch : Makes you wonder where these peoples minds are at. Apparently in this flat, the CU & gas meter are in the same room.
 
Spoke to the gas fitter today that checked this flat, apparently he didn't just refuse the certificate because of the Earth bond. He classified the boiler as unsafe and poorly installed as well, hence the refusal.
Anyway I was asked to go over & have a look at the electrics with a view to doing the gas bond, went over & looked then walked out the door.
No earth bond to gas or water, Socket outlet in the bathroom, CU been changed in the last month but old RCD left in place apparently as an isolator, CU plastic with single RCD so not compliant.
No certification of any sort given, apparently his builders sparky changed the CU & said he didn't need it.

Have informed him of what I've seen, now it's down to him to get it sorted.
 
Going to be pernickety here - there is no such thing as an earth bond. Earthing and bonding are different things which serve different purposes.
 
If the landlord requires a gas safe certificate then he needs an electrical condition report as well. Then the electrician will pick up the omission of bonding to the gas.
 
The gas safety (installation and use) regulations are law and therefore free for anyone to view online at legislation.gov.uk

As far as I know the only part of that which relates to installed bonding is regulation 18(2)

"(2) Any person who connects any installation pipework to a primary meter shall, in any case where electrical equipotential bonding may be necessary, inform the responsible person that such bonding should be carried out by a competent person. "

There is also a regulation requiring that temporary bonding be fitted when necessary to maintain continuity while work is being carried out.

That relates only to when a pipe is cut or fitting dismantled .

A temporay strap is used across the break regardless of whether the installation is bonded in case there's a fault current in the pipework which coud lead to a spark at the break in the pipe.
