I recently moved from a large house to a flat, we have a Maintained system of emergency lights, we had a power cut recently and the Battery backed Emergency lighting came on but only for 5 minutes, we have arranged for an electrician to fit new batteries in all the Emergency lights (I could not do them because of the insurance etc., the guy who came to look at them said these fittings (complete fittings) have to be changed every 10 years, is this correct.
 
It would be optimistic to expect any emergency light you fit from new in this day and age to be still fully functional after ten years. Batteries are often cited as having a four year life span but each manufacturer may differ. If these are your run of the mill bulkhead lights it is false economy to pay someone to replace the batteries, replace the whole thing.

These lights are only 7 years old and are not a cheap bulkhead fitting, they are a round and quite large, and evidently have not been maintained i.e. regularly isolated and tested, as we all know batteries like to used these have not been, I have suggested to them to switch them off at the mains and do that monthly once the new batteries are fitted.

I agree but is it law to change the fittings after 10 years even if fittings are in good condition.
