I have a 2-gang box in my home, built in 2019. 1st switch controls a ceiling light (flush mount LED). 2nd switch controls a ceiling exhaust fan.

This is a small room where I have my home networking equipment, so I have the exhaust fan running 24/7 to keep the temperature down and well ventilated.

Here is the problem scenario...when both switches are "on" (ceiling light and exhaust fan both "on")...if I turn "off" the exhaust fan switch, the ceiling light turns off and comes back on. I would describe it as the ceiling light "blinks once quickly".

I have no idea what the cause might be (I am no electrician!), and would appreciate any ideas as to the root cause of the "blink" whenever I turn "off" the exhaust fan switch!

I am sure you have had this sorted - however if not hire an electrician, not to be rude, but this is a fault finding scenario and a person on site is worth more than the best meant conjecture.

Try replacing the bulb and see if that works. If you are saying that it blinks that’s probably the problem. Good luck
