Main earthing conductor stolen?

Was doing an EICR yesterday at a block of flats, was taking my ZE @DB and could not get a reading, so went to the external meter box to find that 6" of the earthing conductor from the neutral cut out had been cut out (Stolen?) I looked in the other 4 flats meter boxes and all but 1 had the same thing.

It could of been like this for years, think it's gone too far when copper theft is endangering lives!

They wouldn't get much for a couple of feet of main earth conductor would they?

EDF came out and said they will no longer supply an earth due to the rise in this type of thing happening and each flat needs to be converted to a TT arrangement.
