Very true, but in a deathtrap like that common sense and risk management says just walk away. I wouldn't have fitted anything there. Problem being, what you do may not have made the situation any worse, but when someone gets electrocuted the name of the last person who worked on it is you so guess who ends up in the dock.
My question would be, is one under a duty of care to notify Building Control about it? If so, moral or statutory duty?
As i said not disagreeing with any of the above posters, just making a statement that not all metallic light fittings require an earth connection...
