Yests as per BS 7671 sequence of testing OSG Page 93, OSG Page 96 Although these sequences also need to be done during the installation, an EICR is done to make sure the installation is safe, how can you be sure that there hasn't been any alterations or tampering by unqualified people, personally I would carry out the tests as per OSG
 
The simple reason, is that with initial verification, any defects found, are required to be rectified and retested before continuing with the sequence.
An un-rectified defect could affect the rest of the tests in the sequence.
With a periodic inspection, there is no requirement to rectify any defects, and it doesn't matter if a defect affects any number of tests.
