Hi, I am rewiring a flat and there is no earth at all coming into the premises, only live and neutral I have never come across this !! How do I get an EARTH connection? to the board. PLEASE HELP!!

It could be part of the trunking/conduit system, especially in a purpose built block.

Have you got a Ze/Zs reading on the old DB ?....could be off the water main.
