HI peeps, iv just sent a form off now to join the niciec dommestic installer.One of the jobs is a full rewire, the house is not a full renovation. In the bathroom i havent put an extractor fan in as the customer didnt want the extra cost and me drilling a 4" hole in the wall (only means of ventilation contreate ceiling). The bathroom does have a opening window. so would this be acceptable for the inspector or is it a likely fail.

Your job has to be safe and comply with BS7671, IMO the lack of extractor fan would not be a fail. I base this on the fact that many many people have not notified building control when they should have done for the assessment and still not failed.
