I was looking at a customer's panel located in his apartment (multifamily dwelling) and noticed that it had 3 wire feeder and the grounding and grounded busbars were tied together. It had a main breaker located outside. This seemed to be the common setup within the complex when they were built quite a few years ago. Since this does not represent a separate building could this setup be justified by Article 250.32(B)(1) exception 1? If not, then how was this covered when the complex was built?
