I naively assumed the frame would be simply bolted to the garage structure and as such would not create a path to earth hence not being able to bond to it

The op did say something about a big metal frame, though it sounds like he really doesn't have a clue...

yeah...its a bit like someone i knew saying `well the TT is only temporary till the DNO get out to PME it....so i wont bother with the RCD top end`....LOL...LOL..
