If I install an outdoor socket does it have to be notified to the local authority and can I test it with a multimeter with out opening the cu ?

All depends on the installation method mate.
If it's a new circuit then you have to notify it.
If you are extending it then no.
The circuit will have to be RCD protected.

When Part P was conjured up,the authors must have assumed that everyone installing domestic equipment (even the householders) that they were in possession of the correct testing equipment :)

Testing with the correct and callibrated equipment and certifying came long before Part P Des.

That depends on what you want to test?

If the multimeter is suitably rated for testing live mains then it could be used to measure the voltage at the socket,bjt that's about it.
