Hello
Could someone please advise who is responsible for ensuring an apartment is electrically tested ie RCDs,PAT etc
This apartment is is rented out by the owner but the property management company
maintains all services to the building etc.

Under the ,landlord and tenant act 1985, the landlord is responsible for the electrical safety of a rented flat prior to being let out, however with the rise of letting agents, this is passed to them, but in my experience you can't trust agents to do pat testing properly, or periodics. My feeling is the agent is responsible for the day to day things, but in a court of law both the owner and agent could be held responsible, I do a lot of work on rented property, so I make it my business to know all this stuff.
