Welcome to the forum. Can you give a bit more info as to how you are testing the device.
 
Jay we been to know the meter make and model, is it an rcbo or rcd main switch and whether the fail is immediate and what does the meter indicate.
 
It thought it might be cause some of the loads where still connected, but when testing a rcd , u can normally still carry out the test with loads still connected.
