"Readily Accessible" IP2X / 4X

What is classed as 'readily accessible' when it comes to IP ratings?? Ive always taken it as a rule of thumb for everything??

readily accessible is nothing to do with IP ratings. you can have a IP68 pump submerged, but by pulling the cable, it's readily accessible.

Readily accessible would be, not locked in a secure area or not requiring tools to access or not under the control of a responsible person and or not requiring access equipment to reach.

Or easily accessible to a child or unqualified person.

So does IP4X not apply to a top surface in a locked cupboard?? As its not 'readily accessible'
