Tis true - but then, that border shifted regularly by around fifty miles many times through the years. Obviously the wall didn't, but it wouldn't be new to discover Carlisle, and parts of Durham being in Scotland at one time or another. The Rievers being very good at that kind of effort between the 13th and 16th centuries, until the government took their jobs over (lol).
I like most of County Durham - it's a lovely county always seems very clean, and never too full of folk either!
