Unless you go for one of the monsters, that you can't park anywhere, it will be too small. Unless that is you only carry need to carry your tools and get everything delivered to site.

Allow some money for racking/ roof tube.

Which one? Everyone has their favorites and horror stories. Anything secondhand may have problems, it is pot luck.
 
Buy an old Bedford CF, have it sprayed Black with a big red stripe only the side going up to the roof at the back,add a rear roof spoiler. Seen a van looking similar to this on the TV back in the 80's and they could carry everything in it (all tools,materials and even safety devices to stop someone stealing it (M16's etc).

Or if on a cheaper budget there used to be a little Yellow 3 wheeled vechicle that was cheap to insure.


Above all else....before any serious suggestions can be made alot more info on what you want to use the van for can be very helpful when asking people for advice
