I have been asked to test the charging lead to an ice cream vehicle, I don't have a Pat Tester will I be able to do this with my multi-meter or will I have to get a Pat-Tester?
 
as long as you can perform an IR test and earth continuity, a MFT will suffice, along with visual inspection.
 
What Tel said ^^^^, although check polarity as well.
 
And I'll have a twin-cone with a flake and raspberry sauce please :)
