In terms of the Part P regulations, am I as a DIYer (that is to say non-registered electrician), allowed to replace the dimmer module in a light switch myself and replace the transformer on low voltage lighting with a new one? I will not be installing any new equipment and neither will I be altering the existing wiring in any way

If so, will I need it to be inspected / certified by a qualified electrician?
 
what you describe does not fall under the remit of part p ; neither does it require certification. just follow safe isolation procedures before commencing the work.
 
All electrical work in domestic properties must comply with Building Regulations Part P (England & Wales) and compliance with BS7671 will achieve that.

In England only addition of new circuits, new consumer units or work in special locations (i.e. bathrooms), is notifiable.
In Wales, in addition to above, but not inclusive, extra low voltage systems other than pre assembled CE marked preassembled stuff, is a special installation and should be notified.

However, for me if it’s a like for like replacement of devices, you have sufficient competence, I don’t think a Welsh LBC would be interested (even if that bit applied), if that’s where you live.
 
Repairs , replacement and maintenance do not require any form of planning permission or advanced notifications...
