What's the best cutters for cutting 16/25 and stripping the sheath and insulation off

16 and 25 singles sheathed

C.K. 210mm cable shears for me.

As above, CK cable shears. My current one's I've used for around three years daily cutting through 10-35mm cable and they're still sharp.

When you say a knife for stripping

Doesn't the shears do the stripping ?

you can use shears. just personal preference.

Using shears for stripping can score the conductors so to avoid this you could use shears for cutting and a knife for stripping.

It's all down to personal preference.

Any decent brand cable shears will cut 16/25mm copper

For 35mm and above I have some old ratcheting cutters (were my dads) like this
