Bonding of drain cover in tanked basement

Just wondering how many drain covers in the street need bonding because they are next to a lamp post

Those are not within an equipotential zone!

There's a fluorescent metal light fitting within 2 meters.

I cant see any reason to bond the cover, you say it's in a pit which is probably damp or running in condensation. It's likely that the whole area is 'extraneous' due to dampness, not just the cover itself.
