At a guess the block on the left is CAT5 cable terminations for computer networking and the other two are telephones.

So is it safe to cut them away from the cables mainly want to get rid of the bulk of the frame boxes.

Can never guarantee it? Is there a way to test the cables that don't look like cat 5 or phone wire?
So disconnect all the obvious ones and see what's left?
