Not used to domestic installations so I'm unaware of many of the regs. Can you spur off the cooker switch to feed an oven extract hood?

you can but should fit a FCU with a 5A fuse to protect the cable to the hood, (subject to manufacturers instructions).

The only requirements in Bs 7671 2018 which are specific to domestic installations are that lighting circuits require additional protection by means of an RCD and distribution boards must be of fire containing construction. Otherwise the general requirements apply.
