Is there such thing as a good clamp meter for 30 quid? or there abouts.


Not really for £30 to be honest. There is a slightly cheaper option then the Fluke T5, the 321~ £65 AC only or the 322~£75 AC/DC!
T5 is the best multi meter although sometimes it is hard for the fork assessing the phase conductor. You could also buy the Kewtech KT200 for around £50 – not quite shore if it is a good one.
 
Agree with Dan on this one the Fluke T5 is a great meter. I wouldn't waste your money on a cheap meter.
