I would like to install a plug as the original one has been cut off. It has a black sleeved wire but also a non sleeved cable with no indication whether it is a live.

Can you please advise which type of plug I need for this?

Do you have the 24v power supply for it because it isn't mains voltage.
 
This is the other end of the cable with no plug.

No, I don't. I wasn't sure what to get. Are you able to post a link for the type of power supply I need?

Please see the photo attached. One end is connected to the switch but the other end, which supposedly had the power supply has been cut off.

Please see the attached photo, this has the +/- sign on it, I believe it to be the dimmer and the other end that's been cut off is the plug that goes into the socket.

You are missing the 24v power supply to which that cut off cable connected to. Fit a 13A plug direct to that it will all go up in smoke.
 
Yeah, it's a 500 euros lamp and I wouldn't mind having a go at fixing it even though I'd have to buy a power plug for a fraction of the price.
Details of the required power supply are on the manufacturers website that you posted.
I believe it's a 24 Volt 30 Watt supply, and you can probably buy the correct replacement from the original manufacturer, complete with interchangeable plug pins and the lead with a connector that plugs into the dimmer module you show.

If the correct replacement turns out to be over your budget, you could buy any 24V 30 W (otherwise quoted as 1.25A) power adapter, but you will have the job of splicing the low voltage cable out of the adapter to the lead you have, or alternatively fit a connector on your lead to match the output of the adapter you buy.
You will need to make sure that connection is the right way round for it to work!
