The G4 110V 3W dimmable bulbs I purchased work with a dimmer. I can brighten them and dim them, but when I turn the dimmer off, the LED bulbs remain on (the same level as the lowest brightness). I am using a Lutron Maestro LED+ Dimmer. This style dimmer has tiny lights built into the switch so it can be found in the dark and I can see the degree of brightness. In series, could the switch be leaking current to the LEDs? Thanks.

Yes. Most 2-wire dimmers other than traditional types with a physical switch that clicks off, pass a small current through the lamp all the time. Yours with the locator lights might need more current still. It will have a minimum lamp wattage with which it is designed to work but this type of effect is quite common with any LED fixture.

One possible solution is to bypass the LEDs with a snubber network (combined capacitor and resistor) that will allow the dimmer's standby current through. Some experimentation might be needed. Alternatively, changing one LED bulb to a tungsten equivalent (if the fitting allows for tungsten) will work. Other than that, the dimmer would need to be changed to a type that uses a neutral connection (if there is a neutral at the switch location) or one that does not require current in standby.
