I would guess at some kind of high pressure fluid or oil system maybe shipping industry.
Ok tony was spot on with what equipment it was, and a few were close with the use. They are three pumps which are used to empty .........this, it's the dry dock that titanic was fitted out in, these three pumps were originally steam powered and could empty the 20000000 gallon dock in 90 mins. It's in the old harland and Wolff yard in Belfast and the pump house is the building in the top of the shot.

Dunno if that particular dock is still in use, but Harlands is still struggling along. Harland's is yet another shameful example of our heavy industry gone to waste. Good old BP - building the replacement for Schiehallion (originally built in that dock) in Korea.The dock was still in use up until the 80's
