Limitations on minor works

Hello, I need to fill out a minor works cert for a apartment. Is it acceptable or common practice to mark earthing system type as a limitation? The owner isn't around so it's not going to be simple getting access to the buildings incomer. I would assume it tns as the transformer is in the carpark and looks like a private installation.

For context I am changing a extractor fan and light in a shower room and moving a mirror light/shaver socket. The lighting circuit isn't rcd protected so I will be moving it to the rcd protected side.

A call to 105 with the MPAN may provide you with information, alternatively if the supply is communal n neighbours are about, see if they can get you access
